From January 1, 2013, the proceeds, received by a taxpayer from the sale or exchange of a personal property item in the form of a car, motorcycle or moped, shall not be taxable.
If a citizen sells such personal property twice or more times within one year, then the proceeds shall be subject to taxation at 5% rate.
In this case, the proceeds from the sale (exchange) of car, motorcycle, moped are determined based on the price specified in the contract of sale (exchange), but not below the average market value of the vehicle or below its appraised value determined in accordance with the law (at the taxpayer’s option).
The average market price of cars, motorcycles, mopeds is determined quarterly by the central executive body, ensuring the establishment of the state policy in the field of economic development, according to the procedure established by the Cabinet of Ministers of Ukraine (for each make, model of vehicle, taking into account the year of manufacture and mileage on the basis of analysis of the actual selling prices of relevant vehicles), and published on the official website of this body in the free access mode by the 10th day of the month following the reporting quarter.
