The regional power company was obliged not to strip Transcarpathians (document)

The National Commission for the State Regulation of Energy (NERC) has sent a letter to suppliers of electricity, including the Zakarpattyaoblenergo.  

The NERC reminded providers of energy that the Commercial Code of Ukraine stipulates that the payment for the energy supplied shall be performed in accordance with the contract.

The NERC also notes that the contract may, but is not required to provide for the advance payment and down payments. The NERC noted that the Zakarpattyaoblenergo must prevent violations of the rights of consumers, in particular, the power company shall not be entitled to advance payment for more than a month.
