The first of January 2015 is the ending date of the moratorium on the application of Part 3 of Art. 24 of the Law of Ukraine "On the Regulation of Urban Planning", which included the ban on direct transfer (provision) of land plots of state or municipal ownership to the ownership of or use by natural and legal persons without zoning plan or detailed plan of the area. Availability of zoning plan or detailed plan of the area is now a prerequisite for disposition of land rights.
However, for Uzhgorod city council, obviously, this law does not exist: without zoning plan and detailed plan of the area, 200 land decisions have been prepared for the session on 19.02.2015 which, moreover, were approved by the competent services without any comments.
On February 5, the Public Council of Uzhgorod city council appealed to the prosecutor of Transcarpathian region with a request to register in the URPI the information on persons who approved land decisions because there is a reasonable suspicion of making false information in the draft decisions (forgery).
