On 17.02.2017, the First Deputy Prosecutor of Transcarpathian region Ivan Shimon together with the of head of the department for supervision over the observance of laws in the execution of judicial decisions in criminal proceedings and other enforcement actions Vitaliy Bilets and the press secretary of the regional prosecution office Victoria Popovich made a visit to the Transcarpathian penal institution (№9) to inspect the conditions of detention of persons held in custody and convicted persons and elimination of deficiencies at the institution found during previous inspections. This was informed by the site of the Transcarpathian regional prosecution office.
The inspection showed that there are still violations of law regarding proper conditions of detention in the Transcarpathian penal institution №9.
In particular, they found cockroaches in the kitchen, which is unacceptable in places where food is cooked.
In a cell, where minors are held, prosecutors found electrical extension cable with bare wires which is dangerous to life and health of juvenile prisoners and poses a threat of fire.
The management of the institution still have not resolved the issues of fitting the cells with bedside tables, wall shelves and cabinets to keep personal belongings.
Due to the absence of those facilities, prisoners have to keep food and personal items on dirty floor, under the beds, as well as on the beds, violating health standards.
Plumbing equipment in most inspected sectors of the jail and cells needs to be updated, and in some cases completely replaced. Bathrooms in all cells of the institution also require flash tanks and upgrade of ventilation systems.
In order to take measures to eliminate the found violations of the law, the regional prosecutor’s office is preparing the relevant information to the management of the West Interregional Department for Execution of Criminal Sentences and Probation Service of the Ministry of Justice of Ukraine.
