PECs in Uzhgorod: no signs, some are closed during working hours

Precinct Election Commissions of the city of Uzhgorod and Uzhgorod district (consituency number 69) are not labled with appropriate official signs. They are also missing in the premises of the constituency election commission.

As the head of of the DEC № 69 Lyubov Borovitska explained to the OPORA observer, signs are not available because the CEC has not yet transferred the money for their manufacture. However, signs are already being made.

Some of Uzhgorod PECs wrote their names and addresses on sheets of paper and stuck them at the entrance. At the same time, at several PSCs observers of the OPORA found no members in the office. Thus, members of these commissions deprived voters of a chance to check whether they are in the list of voters.

Station number 210765 (head – A. Khosid) located in the Sport Complex "Yunist", was closed for at least 20 minutes.

Observers of the OPORA did not found any member of the station number 210755, in the premises of the local school № 15. As the head of the PSC S. Lukacs explained, she was on duty at the station, but had to be away for organizational issues concerning the work of the station. Once the head of the PEC was reported by phone that a voter had come to check his name in the voter lists, she showed up in 10 minutes.

At the station number 210732, at the time of the OPORA observers visit, the voters list was not there. As stated by the head of the PEC T. Tkach, they have the voters list, but they keep it somewhere else because in the premises of the station (the puppet theater), there is no safe. The list of voters, according to the head, is nearby – at the library, where there is one member of the PSC and a safe.  

At the station number 210731 in the gymnasium, both the head of the PEC M. Myshak and the secretary V. Fedynets were present. Here, they have already pasted posters with the information on the programs and biographies of the candidates. The visit of the OPORA observers was officially registered at the station.

According to Article 32 of the Law of Ukraine "On the Election of the President of Ukraine", "election commission of ordinary polling station, on the day following the receipt of the preliminary list of voters, makes it available for public inspection at the premises of the polling station commission." Therefore, based on this rule, all PSCs must be open to the public during working hours.
