“OPORA”: not all Transcarpathian deputies supported the law on cars

On April 12, 2016, the Verkhovna Rada of Ukraine, voted in the first reading for the bill, according to which it is proposed to reduce the amount of the on registration in Ukraine of cars purchased abroad. So the cost of clearance may be reduced.

As stated in the explanatory note to the bill, about 52% of cars with foreign license plates actually owned by citizens of Ukraine comply with environmental standards Euro 3 and Euro 5 and could be registered in 2014. The average cost of such a car is about 4 thousand euros, while the tax burden in the form of excise duty alone is also about 4 thousand euros, making its clearance uneconomical. The aim of the bill is to reduce the cost of customs clearance.

Transcarpathian MPs – Robert Horvath, Valeriy Patskan, Valeriy Lunchenko – were co-initiators of the bill.

During the voting, the bill was supported by majoritarian MPs:

• Robert Horvath (constituency №68, center – Uzhgorod, faction "Bloc of Petro Poroshenko");
• Vasyl Petyovka (constituency №72, center – Tyachiv, unaffiliated, group "Will of the People");
• Ivan Baloha (constituency №73, center – Vynogradiv, unaffiliated).

The bill was also supported by MPs elected by party lists:

• Valeriy Patskan (faction "Bloc of Petro Poroshenko");
• Valeriy Lunchenko (faction of the political party "Narodny Front");
• Yuriy Chizhmar (faction of the Oleg Lyashko’s Radical Party).

Mykhailo Lanyo (constituency №70, center – Svalyava, unaffiliated, a member of the "Vidrodzhennya" party) did not vote for the bill.

The following were absent during the vote:

• Viktor Baloha (constituency №69, center – Mukachevo, unaffiliated);
• Pavlo Baloha (constituency №71, center – Khust, unaffiliated);
• Vasyl Brenzovych (faction "Bloc of Petro Poroshenko").

Another important bill that aims to reduce tax rates in the trade of used cars was also adopted by the deputies on April 12 – as a whole.

This bill was supported by Robert Horvath, Ivan Baloha, Valeriy Patskan, Valeriy Lunchenko, Yuriy Chizhmar.

Vasyl Petyovka, Mykhailo Lanyo did not vote.

Viktor Baloha, Pavlo Baloha, Vasyl Brenzovych were absent during the voting.
