Moskal accused Transcarpathian State Architecture and Construction Inspectorate of bribery

The number of commissioned houses in Transcarpathia has dramatically decreased. The head of the Transcarpathian Regional State Administration attributes this fact to the corruption schemes introduced, according to him, by the State Architecture and Construction Inspectorate. Hennadiy Moskal stated that in the comment posted on his official website.

 – Despite the migrant workers, who in recent years have been main investors in Transcarpathia and investing most of the earned money in construction, for the 1st quarter of this year, the number of commissioned houses in the region has decreased by 13 percent – the head of the Regional State Administration Hennadiy Moskal said. – And as of today, this process has almost stopped. The reason is that the Architecture and Construction Inspectorate set a fee for every square meter – 2.5 dollar bribe. And those, who refuse to pay, are denied registration under various pretexts.

The money is collected on the order of and sent to the Kyiv management. The Regional State Administration has no influence on the Architecture and Construction Inspectorate because it reports directly to Kyiv.

Before the election, all were promising to break Yanukovych’s corruption scheme and carry out a decentralization.But in reality everything remains as it was – the system of corruption, bribery, "schemes" remains, no one is going to break it. I once again appeal to the Prime Minister of Ukraine Volodymyr Groisman asking to implement a real decentralization and return to the subordination of regional administrations the bodies (including the Architecture and Construction Inspectorate), that were centralized during the Yanukovych regime. It is impossible to break corruption schemes without the assistance of the central government.

As you know, the Regulation of the State Architecture and Construction Inspectorate of Ukraine was approved on April 8, 2014. The Transcarpathian department of the State Architecture and Construction Inspectorate is headed by a former assistant of MP Valeriy Lunchenko Yevhen Hrynio, who ran for Khust City Council in the list of the UC in 2010.
