Minus eight million in Transcarpathia

The shortfall of Transcarpathian regional budget for the first nine months of this year is more than eight million hryvnias.  Revenues to the regional treasury were fulfilled only by 95.8%, which is the worst figure in four years.  The main source of general fund of the budget remains tax on wages – 86% of total revenues. Tax plan was fulfilled by 94.6%, the shortfall was 9,847,300 UAH.

Overall, in January – September 2013, the general fund of the regional budget received 200,645,100 UAH of taxes and duties (mandatory payments). As in previous years, the region lives on subsidies from Kyiv. Transcarpathia is currently subsidized by 73%. In the first nine months, the regional budget received transfers to general and special funds amounting to 1,833,937,500 UAH.  

87.4% of total expenditures from the regional budget were allocated for protected items.  Because of the last year’s debt, this year more than 91 million had to be allocated to repay the debt, which emerged in the region as of January 1, 2013.

However, despite debts and disappointing situation with the budget, the regional authorities took care of themselves and their "projects". Thus, more than 2,700,000 UAH from regional coffers has already been spent on maintenance of the Regional State Administration car fleet, the building at Narodna sq., 4, and of course, the "reconstruction" of Narodna Square.
