Ledyda is “dealing” with billboards

The Head of the Regional State Administration Oleksandr Ledyda approved the procedure for granting of permits for outdoor advertising outside settlements in Transcarpathian region.  Permits will be issued by the Department of Information and Public Relations of the Regional State Administration which currently has 22 employees.

The procedure provides that a contract shall be concluded – when placing advertising on private land, on the surface of special temporary and permanent structures, on any road facilities and equipment – with the owner of the said objects, and when placing on the lands of road transport and road infrastructure – with the Ukravtodor. The permit will be issued free of charge for the duration of the contract for temporary use of the location of the advertising. Tenders in the process of issuing permits are prohibited. 

The document stipulates that the distance between the supports of advertising material placed along public roads shall be determined in compliance with the safety requirements, but may not be less than 100 meters.

Also it defines the conditions under which it is possible to dismantle the advertising media. They primarily apply to those installed without permit or after the expiry of the permit, which are in disrepair, obstruct the works for eliminating emergency situations;
have no owner, or those whose owner can not be established, installed to incompliance with the location or characteristics of the advertising design indicated in the permit.
