In Uzhgorod terraces are legitimized “after the fact”? (Photo of yet another location)

The photo of the bulky terrace near the "Zakarpattya" hotel was published in the "Uzhgorod" group on facebook by journalist Denys Fazekas, who also reminded that recently there was a scandal concerning the terrace of one of the pubs in the city center, which blocked the sidewalk.

It was a whole saga then involving civil society activists, which resulted in a slightly reduced terrace. However, the approval for it was issued "after the fact" – the dicussion at the executive committee was held under the motto "since it’s already there…"         

The situation with the terrace by the "Zakarpattya" is not clear – will it also be approved "after the fact"? In that case, how can we expect any order in the city and concern about its aesthetic appearance and attractiveness to tourists? Maybe we should approach the shaping of urban space if not intelligently and creatively (as it should have been ideally), then at least within the law?

By the way, such terraces or tents that block sidewalks entirely violate urban planning rules.
