Law enforcement agencies of Transcarpathia are investigating the fact of illicit delivery of a child to the United States.
It is a 17-year-old pupil of Perechyn boarding school deprived of parental care. The boy has been studying in the boarding school for 5 years. In 2013 he and a group of other children visited the US for summer vacation, where he met with an American family. He was keeping in touch with them via the Internet. The Americans have repeatedly expressed their intention to adopt the boy, and even officially appealed to the Service for Children of the Transcarpathian Regional State Administration to find out how to arrange his travel abroad for studying.
They received all the information, but in the end the guy left to the United States in flagrant breach of the established procedure.
– The last time the student was in class was on September 4, and the next day he went to Lviv, from where he flew to Warsaw and then to the United States – the head of Regional State Administration Hennadiy Moskal said. – The principal of the boarding school decided to send the child abroad on his own. He did not notify the RSA Department of Education or the guardianship authority of Uzhgorod executive committee, where the student was registered. In violation of instructions, the travel passport was kept not by the boarding school lawyer, but the student. This discharge from the institution is not documented. All that they have is a deed of transfer of the student for studying in the United States, which was made 11 days after departure – on September 16. As soon as it surfaced, the principal and the lawyer of the boarding school immediately took a sick leave and will not give any explanation. Criminal proceeding over this fact has been initiated.
Now all boarding schools of the region are being checked for the legality of students’ departure and stay abroad.
