Elections online. Ukraine has adopted regulations on surveillance at voting stations

Authorities said, that they would take care that the elections on 28 October were fair and transparent. To control the whole process of voting and prevent fraud, this year’s election in Ukraine will be shown and saved online. 

The Law "On peculiarities of ensuring openness, transparency and democratic character of elections of people’s deputies of Ukraine on 28 October 2012" and amendments to the Law "On State Budget for 2012" on the expenditure of the Central Election Commission have entered into force. The documents were published on August 4 in the newspaper "Holos Ukrainy", and the next day they entered into force.

The law requires to provide CCTV, video recoding and broadcasting systems at polling stations. At least two web cameras will record the voting procedure. The equipment should be located so that it does not disturb anyone and not violate secret voting. 

Election "movies" will be saved on the special site throughout the year. However, the requirement to arrange video surveillance does not apply to constituency and precinct election commissions, foreign and special constituencies, as well as the CEC.

Continuous online streaming should start on Election Day, October 28, no later than the beginning of the preparatory meeting of the relevant committee, at 7:00 15 min., and finish at 20 pm the same day. 

During vote counting the surveillance system should work in the recording for storage mode untill election commission sign the protocol, including that marked "revised" and that on the recount. All materials must be provided on request should in the order determined by the CEC. A year after the official publication of the results in the procedure, also established by the Central Electoral Commission, the video from each station will be destroyed.
