Baloha called Ledyda “a savage” because of the pressure on Smolanka initiated by him

"In the Transcarpathian Regional Council there is a member from the United Center with globally known name. It is neurosurgeon Volodymyr Smolanka. The man who every day, with God’s help, performs extremely complex surgeries. And what, Mr. President, do you think? Your Governor orders law enforcement officers to persecute that outstanding person. The only goal is to make him join the Party of Regions, – Victor Baloha wrote in his profile on Facebook. – And your Governor is not worried about the psychological state of the doctor before the surgery, and the result for the patient thereafter. The main concern, as he says to law enforcement officers, is to execute orders of the president. 
And what influence does now the Verkhovna Rada not to mention the regional council have? Yes – almost none.
I am writing to you openly and with the sole purpose – to make you stop this "intellectual" practice of some savage heads of administrations in some regions. The country has enough problems even without them."
