I recently saw quite an elegant solution of this problem in Mukachevo, in a yard on Hoida Boulevard. Local residents just welded metal spikes on top of the bench back. Not sharp enough to get anyone accidentally injured, but sharp enough to prevent people from sitting on top of them.
A simple and elegant solution. I wonder if it can be introduced in Uzhgorod in some more aesthetic form?
