In May, Horvat was the most active Transcarpathian majoritarian MP

Robert Horvat (constituency №68, center – Uzhgorod, faction "Bloc of Petro Poroshenko") in May was among the initiators of three bills. One concerns the improvement of cashless payments in Ukraine because, as stated in the explanatory note, today the legislation hinders the development of cashless payments in the country.

The other two bills co-initiated by the Uzhgorod majoritarian MP relate to offshore topics. One document proposes to introduce the offshore fee in Ukraine – to receive additional money to the special fund of Ukraine’s budget and use it to support export activities; investments; SMEs; arrangement of industrial parks. In the other draft law, it is stated that as of the end of last year, direct investments from Ukraine to the economies of other countries amounted to 6.2 billion US dollars. However 93,7% of this amount (5.8 billion dollars). went to the Republic of Cyprus. The word "investment" in the explanatory note is taken in quotes indicating that in fact it is not about investments from our country, but the withdrawal of money offshore. The initiators of the bill refer to the experience of Belarus, where the tax law provides for offshore fee.
