Today, the Chairman of the Transcarpathian Regional Council Volodymyr Chubirko held a meeting with heads of regional state administration departments – health care (Vasyl Skryp), education (Mykhailo Motylchak), culture (Yuriy Hleba), where they discussed the implementation of the protocol instruction of the Regional Council session of February 26, which provides for public procedure of appointment and dismissal of heads of regional enterprises, institutions and organizations.
According to the Law of Ukraine “On Local Self-Government”, relevant departments of RSA were given protocol instruction of the session to submit to the Regional Council draft amendments to the charters of subordinate agencies and institutions regarding the appointment of managers.
According to the head of the Department of Culture Yuriy Hleba, currently elections of managers have been held in four of the eleven regional municipal cultural institutions. Two of them have been appointed by the regional council session. At every stage, the process should be transparent and open – the chairman of the regional council Volodymyr Chubirko stressed this at the meeting.
The statutory procedure for appointment of heads of public institutions in education and science sector is slightly different. Therefore, heads of education and health care departments have to develop draft decisions on the procedure for the appointment of heads of regional municipal educational and healthcare institutions. These projects will be submitted to the deputies of the regional council for consderation.

The head of the RSA Vasyl Hubal ordered structural units of the Regional State Administration to make every effort in order to switch to alternative heating in public sector of Transcarpathia by October 1, 2015 and thus “to get off the gas needle”.
The head of the region ordered to prepare first of all an analysis and feasibility study, and then to launch projects for arrangement of alternative non-gas heating (solid fuel, etc.) in institutions of the public sector.
It will be the focus of the specific regional program which should provide for step-by-step abandonment of gas and project financing. The strategy, initiated by the head of the RSA, shall be designed so that funds for its implementation would be considered when forming the budget for the year 2015, and taking into account various sources of funding: regional and local budgets with the support from the state budget and in collaboration with international projects.
“The goal is ambitious. There is a lot of work to be done. But I am sure that together we can do it” – Vasily Hubal said, ordering to start the analysis of the situation and prospects and hence the development of projects.
