He said: "We are conducting study of passenger throughput in Uzhgorod buses. This is done for the first time – previously, they would only count privileged passengers to take money from budget"…

And he also presented a document – the order to conduct the study. 

The purpose of the "action" is to determine the true situation with passenger traffic in order to optimize the process.
