Yesterday, Transcarpathian governor Oleksandr Ledyda amended his last year’s order "On introduction of the List of data containing proprietary information in the Transcarpathian Regional State Administration."
So, starting from Tuesday, all memos, proposals and submissions made by the head of the Transcarpathian State Administration to the President of Ukraine and the Prime Minister of Ukraine are considered proprietary information. Only officials who have access to state secrets will be eligible to become familiar with those materials. Ordinary citizens shall not have access to this information.
The governor justifies the changes by the instructions on recording, storage and use of documents, files, books and other physical media containing proprietary information, approved by the Cabinet of Ministers of Ukraine dated November 27, 1998.
