Members of Uzhgorod city hall approved the moratorium on outdoor advertising in 2014.
However, according to Victor Pogorelov, this document is actually the continuation of the moratorium which has been in force until now – new billboards can not be installed.
As uzhgorod.in previously reported, this year, despite the moratorium, not only they have prolonged existing permits for advertising designs, but also issued new ones.
Actually, the new document does not provide for an absolute ban on outdoor advertising either. In particular, as previously reported, the moratorium will not apply to the issuance of new permits for existing special designs as part of the procedure for renewal of permits; the issuance of new permits for existing special designs due to the introduction of changes in the technological characteristics of existing billboards; the issuance of new permits for existing special designs due to the change of urban planning conditions.
By another decision, members of the executive committee agreed the placement of PSAs (congratulations on the New Year holidays) on the billboards on Mynaiska Street and Svoboda Ave.
As you know, human rights activist Yaroslav Kozich assumed that by exempting the owner of billboards from taxation, the budget will lose about 10,000 UAH. The Director of the Municipal Economy Department Oleksiy Kasperov reported at the executive committee meeting that revenue losses would amount to 446 UAH. The congratulations on billboards will be not from the city, but from regional authorities.
