Will the airport in Uzhgorod work or not?

Is there any chance that the airport will start taking scheduled flights again in the near future? 
Vitaliy Glagola wrote about the airport "Uzhgorod" in his telegram channel. 
I have researched and shared the most important facts with you: 
1. Airport employees have not been receiving paychecks for 5 months and have been resigning in large numbers. Since the beginning of the year, 21 (!) airport employees have resigned. 
2. The agreement with the Slovakians for the resumption of flights was originally supposed to be signed in May, then in September, but was never signed. According to my sources, it is the fault of our Cabinet. 
3. Even if the agreement is signed, planes will not be flying to Uzhgorod until spring. There is no possibility of anti-crisis aircraft treatment at the airport. There is no equipment. The regional council could buy it for 20,000 euros. Not too much money for the region, but the deputies are not particularly concerned about that. 
4. In order for the airport to receive flights from such companies as UIA, SkyUp, Ryanair and Turkish AirLines, and not just MotorSich, the airport needs UAH 350 million for the reconstruction of the runway, lighting equipment, parking and reconstruction of the building itself. 
5. There is no that much money in the region. But there are some simple solutions – the airport can take a loan, but the Transcarpathian Regional Council has to give guarantees that it will repay it.   The airport can be granted to concession, but they do not want to do it too. The last option is to close the airport in Uzhgorod. Without the above steps, this is the most likely option. 
6. The director of Satu Mare Airport (Romania) is ready to gift Uzhgorod a fire truck, which will raise the category of the airport and will allow open the flight Satu Mare – Uzhgorod – Budapest and back. One of the Hungarian airlines is ready to fly this flight. But guess what the hindrance is? That’s right – this vehicle must be cleared and put on the balance sheet. The regional authorities can not resolve issue of customs clearance of this vehicle. 
The construction of Mukachevo airport will take 5-7 years old and will cost at least UAH 5 billion. That is just by preliminary estimates. But all that time, Transcarpathia will have no air service, – Vitaliy believes.
