On August 29, following the tender, Transcarpathian State Administration signed an agreement with the company "Perepilka" for landscaping and reconstruction of Narodna Square in the city of Uzhgorod. The cost of the transaction amounted to 3.07 million hryvnias. This was reported in the "Journal of Public Procurement".
The agreement provides for replacement of the pavement, arrangement of a fountain, planting of boxwood and juniper, arrangement of flower beds, installation of benches and litter bins.
The "Perepilka" farm was established by a number of individuals, the majority of the share capital is divided between the Kirshenbaum brothers – Ruslan and Yuri.
Yuri Kirshenbaum is a business partner in the company "Country" belonging to Lesia Andrus-Chornak – one of the daughters of Mykola Andrus, the former head of the DSA (in 1995-2001) and former chairman of the Transcarpathian Regional Council (in 2002-2006). Lesia Andrus-Chornak’s husband Ruslan Chornak also headed Uzhgorod District State Administration in 2011-2013, until the current Governor Oleksandr Ledyda’s nephew Victor was appointed on his position.
In addition both Kirshenbaums in 2006-2008 were co-owners of the company "Energiya Plus Zhyttya" (now "Yurusbudservis"), where they were partners of the current {0}Chief of Staff{/0} of Uzhgorod District State Administration Mykhailo Pihan. According to local media, Pihan is also the son-in-law of the above mentioned Andrus.
According to the "Journal of Public Procurement," within the last five years the company "Perepilka" has never won a tender.
At this tender, the company had two competitors. The first one was the "Hemkostav-UA" LLC belonging to Hennadiy Chikalev, which started winning biddings in 2010, after the appointment of Ledyda as the Governor. The second one is "Zakarpatmontazhbud" LLC owned by Pavlo Petervari with registered fund of 1,000 UAH, which still has not won any tender.
