Valeriy Lunchenko met with community activists

On Tuesday, May 6th, the head of the Transcarpathian Regional State Administration Valeriy Lunchenko met with NGO activists of Transcarpathia. Such meetings are planned to be held every last Friday of the month, but this time, due to the governor’s trip to Kyiv, the meeting had to be postponed.

First, Valeriy Lunchenko informed activists on the economic situation in the region and the situation on the appointment of DSA heads. Of the 12 newly appointed heads of districts, six have already been presented, another 6 nominations have been approved by the community, the documents have been sent to Kyiv, and soon they will begin performing their duties.

The next task on the agenda is the formation of the RSA staff. Valeriy Lunchenko asked community activists to express their vision of how to decide on appointments of new heads of departments and offices of the Transcarpathian Regional Administration. The participants suggested that each candidate should be considered and approved by the lustration committee. But this body must be finally legitimized to act within the legal framework. In addition, recently there have been debates on lustration committee members themselves.  Many believe that some persons do not qualify for the integrity and fairness, so activists suggested that lustration committee members should pass a polygraph examination before deciding, who shall hold executive positions in the main state institution of the region.

The same will apply to members of the Public Council under the Regional State Administration. This advisory body has been registered for several years, but has not shown effective results. Moreover, the last meeting of its members was held a year ago. The participants decided to begin the process of "rebooting" of the Public Council and employing to this body experts who would give competent advice, including that on appointment of heads of departments and offices.

The members of the public also discussed with the head of the region ways to fight corruption in law enforcement and tax authorities.
