Uzhgorod authorities: ‘Actions of the executive service are inadequate’

Uzhgorod City Executive Committee turns to the Minister of Justice and head of RSA on the ‘inadequate actions’ of Executive Service Chief of Transcarpathian region.

The Mayor believes that Executive Service steps are unreasonable and deliberate – with the purpose to destabilize vital activity of Uzhgorod before the election.

On Friday, July 27, at an extraordinary meeting of the Executive Council participants voted in favor of the appeal to the Minister of Justice of Ukraine Oleksandr Lavrynovych and Chairman of the Transcarpathian Regional State Administration Oleksandr Ledyda concerning actions of the regional Executive Service of Ukraine administration head Natalia Panova, as a result of which was destabilized the livelihood of the city.

The Executive Service seized property which belongs to Uzhhorod City Council. The reason is the penalty for a court decision which amounts nearly 450 thousand. Despite the amount of the claim, seizure was undergone concerning all the property of the City Council, which belongs to the territorial community of the city, and has cost more than a billion hryvnia. Therefore, the City Council may not exercise any contractual relationship, from which depend estimates of budget development, and this primarily payments related to the municipal sphere. Enterprises did not receive money for the work, debts are increasing, wages and payments to the pension fund were suspended.

The Mayor Viktor Pogorelov said during the meeting of the executive committee: ‘For several months we experience  inadequate reaction of Executive Service on decisions of the courts. In recent years, a lot of cases on penalties were accumulated in favor of the town which makes 5 and a half million hryvnia. However, these proceedings still are not implemented… Undoubtedly, the decisions of the courts should be carried out.’ – noted City Mayor.

As the executive committee member Daniella Gevorkian accented, the need for execution of all judgments on what stresses the executive office, is undoubted. At the same time due to the actions of the service detention was imposed on all the real estate owned by the Uzhgorod city council and city services are unable to enter into civil and legal agreements to carry out transactions that are certified notary.
