“Ukravtodor” is going to change the model of road maintenance in regions

The State Motor Road Agency plans to change the model of the road infrastructure maintenance in regions.

This was announced during the International Transport Week in Odesa by the head of the "Ukravtodor" Oleksandr Malin, the press service of the Ministry of Infrastructure reported.

He said that the current system of road maintenance takes up considerable resources, but is totally ineffective. The structure of roads in Ukraine is heterogeneous.

"So there will be no single model to be used in all regions. For example, in one region, a pilot project of transition to direct costs will be implemented, in another one – operating maintenance works will be put up for tender between private organizations under the terms of free tender offer, yet in others – the commercialization of regional road agencies will be performed," – Malin said.

In addition, according to the head of the "Ukravtodor", as part of the decentralization of the road sector, the transfer of local roads management functions to local authorities will be slightly modified.

"We are planning to transfer about 100-130 thousand km out of 170 thousand km to communal ownership of regional, district and village councils. This will be accompanied by financial resources.  And the "Ukravtodor" will concentrate on the roads of categories 1 and 2, which are components of international transport corridors," – he said.
