This was stated by Volodymyr Feskov during a press conference in Uzhgorod Press Club.
The OPORA believes that innovations in External Independent Testing in no way jeopardized the very system of tests, but rather exposed the problems of quality of Ukrainian education. Thus, expert groups for each subject (ie 12 groups) were established at every regional testing center – the Zaholovok informed.
They consisted of both village and city teachers. After the testing, the experts were given tests and they had to assess every item in terms of how many students with minimal knowledge can solve them. Thus a certain threshold was formed. Then they had to estimate how many participants would fail the test in general, which gave a different threshold. The compromise between these indicators formed that single threshold, which students had to overcome to pass the tests.
The research showed that the quality of education in village schools is lower than that in city schools. According to general results, Transcarpathian region ranks last among other regions of Ukraine.
