Transcarpathian community leaders ask the Parliament to support the decentralization bills

Leaders of many city, town and village councils in Transcarpathia represented in the National association of local governments "Association of Cities of Ukraine" have appealed to members of the Parliament with a request to actively support a number of bills, which can positively affect the further course of decentralization and the formation and activities of joint local communities in Ukraine.

In particular, community leaders asked to support the following bills:

№2489 – On service in local government;

№5520 – On Amendments to Certain Legislative Acts of Ukraine (regarding the features of voluntary association of communities located in adjacent districts);

№4742 – On Amendments to Certain Legislative Acts of Ukraine (regarding the status of the headman of village, town);

№4772 – On Amendments to Certain Legislative Acts of Ukraine (regarding voluntary association of communities);

№4110 – On Amendments to Certain Laws of Ukraine (regarding acquisition of powers of village, town and city mayors);

№4355 – On Amendments to Certain Legislative Acts of Ukraine (regarding the expansion of powers of local government for land management and strengthening of state control over land use and protection).

"We express our hope and expectation that, thanks to your patriotic and statist positions, one of the most successful systemic reforms of the territorial organization of power in the country will finally get a new legislative momentum and the ability to overcome artificial barriers in order to improve the quality and standard of living of residents of local communities in Ukraine and Transcarpathia in particular," – the statement says.

As reported, this week, the Parliament once again will try to consider the important decentralization bills.

During the preliminary approval of the draft amendments to the Constitution, which dealt primarily with decentralization, only three deputies from Transcarpathia voted for them. One of them was Robert Horvat, who has been consistently and at all levels advocating decentralization both in Transcarpathia and in Ukraine in general.
