The draft decision "On the Program of solid waste management in Transcarpathian region for 2016-2020" will be submitted for the consideration of the regional deputies.
According to the Director of Housing, Construction and Infrastructure Department of the Transcarpathian Regional State Administration Eduard Malyar, the reason for drafting the Program of solid waste management in Transcarpathian region for 2016-2020 is the need for a comprehensive solution of the problems connected with environmental protection and public health which are caused, among other things, by the low level of recycling and processing of waste.
The program is designed to implement the relevant government documents and in connection with the expiration of previous Program.
The main activities of the program are construction of future landfills for sorting, processing and recycling of waste; purchase of special vehicles (garbage trucks); update of container fleet; installation of containers for separate collection of waste by fractions; distribution of disposable packages for sorting of waste at the place of its formation, introduction of waste collection system in hospitals with further recycling by pyrolysis; establishing a system of separate collection of waste by purchasing waste as recycled materials from the population; the gradual closing of existing landfills that do not meet current health and environmental legislation.
The funding is planned through the receipt of funds from the budgets of all levels, including the Fund for Environmental Protection, payments for utilities from consumers (collection and removal of solid waste), sales of waste as secondary raw materials, and other sources that do not contradict the legislation of Ukraine.
The estimated budget is UAH 5 billion.
The ultimate goal is to improve ecological condition and recreational opportunities of the region.
