The EASA audit has entered the final phase. This week, experts from the European Commission and Slovakia are working in Uzhgorod. Ukraine expects a positive audit result to start regular air services Kyiv-Uzhgorod this year, the Ministry of Infrastructure of Ukraine informs.
The Minister of Infrastructure Volodymyr Omelyan announced it on November 13, 2018, during a meeting with representatives of the European Aviation Safety Agency (EASA) Paul Harvey, Eric Chambroy, and Manfred Dyroff. Representatives of the State Aviation Service of Ukraine also took part in the meeting.
The Minister of Infrastructure Volodymyr Omelyan emphasized that EASA certification is an important step for the creation of a regulatory framework for the provision of services by the UkSATSE in the airspace of Slovakia necessary for maneuvering of aircrafts arriving and / or leaving to / from the airport of Uzhgorod: "This is a very important issue not only for Transcarpathian region, but also for Ukraine as a whole. As you know, Transcarpathian region is separated from Ukraine by mountains, so it is very important for us to have regular daily flights from Kyiv to Uzhgorod and other cities. Moreover, we consider the issue of EASA audit as an audit of the entire Ukraine," – the Minister of Infrastructure said.
The Ministry of Infrastructure appreciates the contribution of the EASA in resolving the issue of restoration of flights at Uzhgorod airport. The intergovernmental agreement between Ukraine and the Slovak Republic, which previously regulated the use of Slovakia’s airspace and air navigation facilities for Uzhgorod airport, expired in the summer of 2016. Following a series of consultations between Ukraine and Slovakia, it was decided that one of the conditions for the appointment by the Aviation Transport Agency in the relevant section of the airspace of Slovakia is the EASA certification required by the EU standards.
The Minister of Infrastructure noted the importance of the EASA conclusion: "For the Slovak party, it is very important to get an EASA conclusion. We do not consider Uzhgorod airport as the only solution for Transcarpathian region. I believe that we will find sources of financing for the construction of a new airport in Mukachevo already in 2019-2020. But we have to fill the niche now. Therefore, your support and understanding of the decision made by the Slovak party is very important. They are the referee in this matter and everything is in their hands. Once again I want to emphasize that it is extremely important for us to have a temporary airport for several years until we build a new airport in Transcarpathian region. We explored the entire region, and Mukachevo airport was chosen as the best option for this region," – Volodymyr Omelyan said.
The EASA representatives thanked the Ukrainian party for their good preparation, assured in understanding the importance of the audit result for the Ukrainian side.
The certification of the UkSATSE by the EASA is an important step for Ukraine’s integration into the pan-European air traffic management network and is an integral part of the Roadmap of the Single European Sky.
