The session began with a conflict

Shchadey demands that the issues were considered at the commission before the meeting of the City Council. 

The Mayor said that the issues had been considered and all comments could be made and expressed when discussing issues. 
The Mayor was supported by his deputy Yuri Belyakov. After a brief debate the issue was brought to a vote and the majority voted in favor of the continuation of the plenary session. Then deputies voted for the adoption of 31 decisions at once without discussing them at the session. 
Now they are discussing the draft decision on adoption of the budget for 2013. At 10.40 it was adopted with small refinements that are particularly related to repair of educational institutions.
