Shadow employment and labor migration: State Labor Office issues were discussed in Uzhgorod

Undeclared hired labor is one of the biggest issues.
Preventing such cases and increasing the number of officially registered employees are priority tasks of the State Labor Office. Shadow schemes limit the ability to pursue effective public social policies and create unfair competition for those businesses that comply with all their tax, labor and social security obligations.
During January-November of this year, labor inspectors made 2015 inspection visits, during which they checked employment contracts for compliance with the legal requirements. 58 employers were found to violate the procedure for registration of labor relations. In particular, employers used the labor of 21 workers without notifying the SFS, and another 150 workers were working without employment contracts. Source.
The first deputy head of the State Labor Office in Transcarpathian region, Vasyl Hrytsyk, noted that they had conducted 846 awareness campaigns with employers and their employees. The head of the State Labor Office in Transcarpathian region Bohdan Dorosh reported on occupational injuries in the region. This year, 33 work-related accidents were recorded, 48 such cases were recorded last year. In the first 11 months of 2019, there were 4 fatal accidents, and three such cases occurred during the same period last year. The main causes of occupational injuries were organizational. These include violations of labor and industrial regulations as a result of failure to comply with the occupational safety rules and failure to comply with job description rules.
Also, according to the prepared reports for October 2019, the number of insured persons in comparison with September has increased by 2423 persons and amounts to 287,410 persons.
