Today, members of the city council were discussing how to resolve the situation with the financing of treatment of Uzhgorod district residents at the municipal medical communal institutions of the regional center.
According to the analysis, during 2 months of this year, every fifth patient of Uzhgorod Central City Clinical Hospital was a resident of other districts (in January-February, 2270 people were admitted to the hospital, including 1819 citizens of Uzhgorod and 451 residents of other districts, including 100 from Uzhgorod district). During the same period, 1485 women were admitted to the city maternity hospital, more than half of them, namely 884 women, were from other districts, including 251 residents of Uzhgorod district.
Since it is the secondary level of medical care financed at the expense of the targeted state medical subvention (the primary level is financed according to the new model), part of the medical subvention should be transferred from Uzhgorod district to the city of Uzhgorod (interbudget transfer).
And while Chop and Baranyntsi communities have concluded with the Uzhgorod City Council agreements on reimbursement of the cost of treatment of their residents, Uzhgorod district has not done it. Since, contrary to the budget law, there have been no transfers of subventions, the actual loss of Uzhgorod city budget in January-February 2019 for the treatment of non-residents amounted to over UAH 5.2 million.
They agreed that if residents of Uzhgorod district come to the city hospital for the same medical services, that are provided by the district hospital, they will reimburse the cost of treatment themselves. The same applies to outpatient treatment at maternity welfare clinics. Childbirths and treatment at Uzhhorod maternity hospital will be paid for from the district budget.
