The head of the RSA submits to the regular session of the Transcarpathian Regional Council a proposal to have the deputies discuss and approve candidates for managers of communal facilities in the region.
That is, appointments of responsible persons will have to be approved by the community representatives – deputies.
This will be considered at the next plenary session as early as on Friday, November 21.
Vasyl Hubal has already proposed this practice to district communities – to have heads of public institutions (for example, schools, kindergartens and clinics) approved at local council sessions – in districts, towns and villages.
"Let deputies consider nominations for managers at sessions and choose people who will be accepted by and will be able to work for the benefit of communities. I encourage you: let’s do it without waiting for the official introduction of decentralization, let’s strengthen local governments, let’s get used to it. This practice is not prohibited by the law on local self-government. This way, people will know better those who are nominated by heads of district state administrations for institutional managers. The process will be transparent. Let’s see how it will work. You heard our offer" – the head of the regional state administration said.
