Real decentralization – Transcarpathian version

On Monday, the Chairman of the Transcarpathian Regional Council Volodymyr Chubirko plans to attend the extended meeting of the Advisory Council for Local Government, to be held in Kyiv, chaired by the head of the Verkhovna Rada of Ukraine Volodymyr Groisman. They will discuss the status and ways of legislative and financial support to the decentralization of power, the press service of the regional council informs. 

Volodymyr Chubirko told about the problem areas that he is planning to raise at the meeting. "The central government talks about decentralization, but in fact, they have taken some taxes away from us. Instead, they give subsidies, and even with a delay, as happened this year.   This is actually a financial centralization rather than decentralization which was promised. This is our first proposal. This mechanism should be improved, or the whole current system should be revised" – the chairman of the council believes.

Also at the meeting, he will propose to the central authorities to amend the Budget Code of Ukraine on excise tax in order to increase the financial resources of town and village budgets.
