Unfinished surgical building of the Regional Clinical Hospital is one of those which are "put into operation" almost every year. But something always prevents to finish almost 9-year construction: either lack of funding, or changes in government, or some problems with the contractor. Specifically, the Kyiv company that was building this facility for 4 years, in 2011 went bankrupt.
However, in January 2012, at a press conference, the head of the Transcarpathian Regional State Administration Oleksandr Ledyda said that the bulding would be commissioned by the end of this year. By the way, the "governor" gave a similar promise in 2010. The December is close, but it seems that Transcarpathians are not going to receive this gift for the New Year. According to Stepan Bordash, Head of Capital Construction Administration, currently the works at the facility are under way, but the schedule has been somewhat disrupted due to delays of payments by the State Treasury.
Today the construction of several large projects is approaching its final stage: surgical building of the regional hospital, obstetric-gynecologic building of Rakhiv district hospital and "Phthisiology" unit in Nyzhnya Apsha in Tyachiv district. As explained by the official, today each contractor at the said objects has a certain budget resources, which they can work with.
The official said that once a joint Slovak-Ukrainian company won the tender in Nyzhnya Apsha, the work at the facility today has been organized very well and apace. However, there was a rather strange story with this tender, which was reported by the Internet publication "Nashi Hroshi."
Thus, on August 21, 2012 the Capital Construction Department of Transcarpathian Regional Administration following the tender signed a 21.17 million hryvnias agreement with "Hemkostav-UA" for the construction of tuberculosis hospital in the village of Nyzhnya Apsha to the end of 2015. In total four companies competed. According to "Nashi Hroshi", two of them offered to perform the works for less money than the winner, but these applications were rejected.
Now they are arranging the documents concerning Rakhiv CDH: the regional council allocated 200,000 UAH for adjustment of design estimates for the construction of obstetric and gynecological building of the hospital. According to Stepan Bordash, the most recent revisions in the documentation on this object date back from 2006, since then much has changed that should be considered and taken into account. Today the building is almost 70% ready.
