Most districts considered the propositions for association of communities formally

This was the general conclusion of the regular meeting of the working group on the implementation of voluntary association of communities in the region. 

It was held in the RSA, on May 18, with the participation of the Deputy Governor Mykhailo Rivis and the Chairman of the Transcarpathian Regional Council Volodymyr Chubirko.

Recall that at the previous meeting it was decided to request propositions for association of communities from working groups formed at district state administrations. It should be noted that almost all district state administrations established working groups and submitted their propositions. Moreover, the most active village communities themselves came to Uzhhorod to present their vision of the new associations.

However, many propositions sent from districts do not conform to the Methodology approved by the government and contain no economic justification.

"Under the decision of the working group, we have prepared a package of documents containing, in addition to the legal framework: the Methodology for formation of associations, based on which they should have formulated their propositions, and the list of criteria for creation of a capable association. Instead, we have received formal responses that do not contain the motivation, logic, and sometimes just do not give the idea of the structure of association", – the Director of the Office for Reforms in Transcarpathian region Ivan Demyanchuk says.
"In order to prepare a reasoned roadmap, which can be considered at the session of Regional Council, we must have a clear and understandable reasoning", – the chairman of the regional council said. For this purpose, according to Volodymyr Chubirko, it is necessary to urgently develop the table of indicators reflecting the financial viability of potential associations.

Mykhailo Rivis, in turn, stressed that the regional authorities are willing to provide full assistance in the preparation of the necessary data.
Thus, all district state administration will receive tables, wherein they should enter the financial indicators in accordance with their propositions.
By the end of the week, experts of the Office for Reforms will have analyzed the compliance of these propositions with the requirements of the Methodology.
