Moskal commented on his order on cars with foreign registration

The head of the Transcarpathian Regional State Administration commented on his order on cars with foreign registration.
– For more than two years, since my appointment in Transcarpathia, I have been making every effort to resolve the issue the use of cars with foreign registration by Ukrainian citizens, – Hennadiy Moskal says. – It can only be resolved at the legislative level.

Together with owners of cars with foreign registration, we have developed a bill, I have repeatedly sent appeals to the Cabinet and the Verkhovna Rada, organized meetings with the Tax and Customs Committee. Today, it is clear to everyone that the Customs Code of Ukraine is outdated, it needs to be changed. The rule, according to which a citizen of Ukraine driving a car with foreign registration enters Ukraine in a transit mode, is a complete absurdity! Moreover, no one in the Cabinet or the Customs Committee of the Verkhovna Rada can explain why owners of cars with a foreign registration have to go abroad and return back to Ukraine again every 10 days (and within one customs office, every five days).    

With my order, I once again want to draw the attention of the Government and the Verkhovna Rada to this problem and thus to urge them to resolve it. The problem will not disappear by itself, because people buy used cars abroad because of the lack of money. Also, I want to remind that all orders of the head of the Regional State Administration, in accordance with the Law of Ukraine on local state administrations, are binding on the territory of the region. Those, who do not agree with them, can file a lawsuit to the District Administrative Court and try to cancel them.
