The Cabinet of Ministers of Ukraine has been instructed to develop a legislative mechanism that will allow local budgets, starting from January 1, 2019, to receive 5% of rent for the use of mineral resources for the extraction of minerals of national importance.
This was announced by People’s Deputy of Ukraine Robert Horvat.
The parliamentarian, together with two deputies from Transcarpathian region – Vasyl Petyovka and Valeriy Lunchchenko – sent a request to the Prime Minister of Ukraine Volodymyr Groysman, in which they emphasized the necessity to develop the corresponding legislative mechanism.
"The point is that until recently, local budgets did not receive any revenues from the use of mineral resources for the extraction of minerals of national significance in the respective communities. In December 2016, we managed to adopt the Bill No. 3038, which enabled local budgets to receive 5% rent for the use of mineral resources for the extraction of oil, natural gas and gas condensate. However, the fee for the extraction of other minerals of national importance, which in fact comprise the majority, still does not go to the local budgets", – Robert Horvat said.
According to the People’s Deputy, by the Law of Ukraine "On the State Budget of Ukraine for 2018", the Cabinet of Ministers of Ukraine was instructed to submit proposals for legislative regulation of this issue to the Verkhovna Rada of Ukraine. So that local budgets could receive a percentage of the rent starting from January 1, 2019. "Thus, we will open new sources of revenues to local budgets and new opportunities for self-sufficiency and financial soundness of local self-government", – Horvat says.
