For video of cops one may be jailed for 15 days?

Deputy Chief of Traffic Police of Internal Affairs in Ukraine Vladimir Reznikov officially declared that all citizens who shoot the work of the officers will be punished with 15 days of administrative arrest. Reznikov said this in a letter dated by July 20, 2012, in response to a request for information of a citizen.

According to the Deputy Chief of traffic police, if an officer requires that the video shooting should be stopped and the citizen refuses to do that, the inspector has the right to write a protocol in respect of such a person under Art.185, which carries a penalty of up to 15 days of detention in jail.

More recently, when the management of traffic police was giving official answers, according to which there isn’t a law in Ukraine that would prohibit shooting a video of traffic police. This is also said in the letter of the Ministry of Justice of Ukraine on "The possibility to take a video of a talk with the Internal Affairs traffic police officer " which states that, according to the Law of Ukraine  "On Access to Public Information", a citizen has the right to record a police officer in any non-prohibited way.

The Head of press service of the RO "Dorozhny Control" (“Traffic control”) Yegor Vorobyov said that such a statement of the deputy chief of Ukraine’s traffic police speaks of his incompetence.
