For this year, only 23 percent of the required funds will be allocated to Transcarpathia for the protection against floods (DOCUMENT)

In 2019, the State Agency for Water Resources plans to allocate for the implementation of environmental and flood control measures in Transcarpathia, under the budget program "Protection against harmful effects of water in rural settlements and agricultural lands, including the basin of the Tisa river in Transcarpathian region", 20 million 200 thousand hryvnias, which is only 23 percent of the planned amount of expenditures. This is stated in the State Agency’s reply to Hennadiy Moskal’s letter on the necessity to increase funding for flood control measures to minimize the consequences of annual floods in Transcarpathia. Moreover, as stated in the letter, the budget for the salaries for employees of the State Agency for Water Resources is not enough even for the mandatory minimum wage.

– In response to our appeal regarding the necessity to take flood control measures, the State Agency for Water Resources complain that they have no money and ask us to appeal to the Ministry of Finance with a request to increase expenditures, – H. Moskal says. – This is all that you need to know about the preparedness of the State Agency of Water Resources to annual floods in Transcarpathia. I will add only that preventive flood control measures cost much less than food relief – our region knows this from sad experience.
