Financial scandalous hospice in Vynogradiv will be completed at the expense of the regional budget

The hospice in Vynogradiv, which became the center of a financial scandal, still remains unfinished.

Recall that in 2012, the European Commission under a special program allocated its grant funds (a total of 739,441 euros) to build the first hospice in Transcarpathia, which after several deadline postponements was supposed to be put into operation by December 25, 2015. Funds from the district budget were also allocated for the arrangement of a hospice at the former military base in Vynogradiv, but the building still was not completed in time. Moreover, the commission of the District Council found out that there had been financial fraud during the construction. Now law enforcement officers are investigating into these facts.

Under the contract, in case of non-compliance with deadlines of the construction, Ukraine has to return all the money to the account of the European Commission. Representatives of the European Commission are willing to negotiate, but the hospice, which is now about 65 percent ready, must be commissioned as soon as possible.

Hennadiy Moskal suggested a way out – the district council takes the hospice on its balance sheet, transfers it to the regional council, and the latter allocates funds for completion from the regional budget. The hospice will become a regional facility and will be taking patients from all over Transcarpathia.

– Hospice is necessary in the region, as there are elderly people that nobody cares of.  So we have to finish the facility and put it into operation. The region will take over the maintenance of the staff and the building.
