Ledyda wants to expand the unlimited powers vested in the head of the regional administration. Now he wants to control local governments. A week ago, the administration established a regional board for cooperation of local executive authorities and local governments. Oleksandr Ledyda appointed himself as the head of the group. Also, the group will include 32 members of the Transcarpathian regional organization of the Party of Regions. Ledyda appointed his first deputy Igor Svyshcho as the deputy head of the group, and another deputy Pavlo Cherevko – as the Secretary. The group, which is "to coordinate the activities of the RSA and local authorities" also includes 7 regional deputies – Party of Region members, 5 heads of district state administrations, also Party of Regions members, 3 chairmen of district councils, members of the PR and 5 heads of the RSA departments, Ledyda’s fellow party members. Also, the group includes the "suspended" Party of Regions member, the Rector of UzhNU Fedir Vashcuk and the first deputy chairman of the regional council, Volodymyr Zakureny.
The board will hold consultations on the implementation of the administrative-territorial reform, local government reform, implement personnel policies in the region. Party of Regions members also will be required to monitor the progress of implementation of acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, orders of the Governor. The regional board will also be responsible for improving the image of the Governor – they are instructed "to ensure the study of public opinion on the RSA initiatives."
