City Council plans for the year 2014 (DIRECT SPEECH)

The budget committee reviewed the target programs that are the basis for the program of socio-economic development – the City Hall reported.

Members of Uzhgorod City Council began to prepare for the next (third) plenary meeting of the twentieth session to be held on December 19. As you know, the meeting is preceded by the work of parliamentary standing committees. The meeting will be devoted mainly to amendments and supplements to target programs, so the budget committee had a lot of work.

On Wednesday, December 11, there was a meeting of the Budget Committee.

The Secretary of Uzhgorod City Council Svitlana Korol told about the areas of activity and development of Uzhgorod for the next year.

"First of all, we need to close 2013 – Svitlana Korol said. – So one of the issues considered by the committee was amendments to the budget of 2013.   

As for the future, for now we are preparing to the program for socio-economic development of the city in general in 2014. So far, the Parliament has not considered the state budget. However, as far as capital expenditures, we can calculate them ourselves and determine the main areas of activities for 2014.

In particular, the Committee considered the program of children health care. It is planned to allocate 700,000 UAH for it.  This amount may not be enough. But it’s only the money from the city budget. We will also attract sponsorship, and charitable donations.  That is, in actuality, there will be much more money, and now we are talking only about the money from the city budget.

Also, I want to point out programs for comprehensive provision of urban planning documentation, support of condominiums, transfer of dormitories, upgrade of elevators, traffic safety, which involves the installation of new traffic lights, and repair of existing ones. We have two programs of overhaul and reconstruction of street lighting. 821,000 UAH have been allocated from the state budget for this purpose. We have even received over 500 thousand, but unfortunately all the money are "stuck" in the Treasury. However, since this issue is very urgent and worries all Uzhgorod residents, especially in winter, the funding is planned to be carried over to 2014.   

Since 2012, our city has been working according to Program Budgeting. The name itself suggests: the works must be subject to appropriate programs, which set out which activities the resources will be used for. The fact that the committee was working for 4 hours, and will continue to work on Tuesday is telling. The issues are very serious. It is necessary to consider all areas to be funded in detail.

Overall, we have 9 parliamentary committees. So, the work is in full swing."
