As of the night of 29 to 30 of September, an array of outdoor advertising for parties, that have registered candidates for the City Council, as well as advertising media depicting individual candidates for the mayor appeared in the regional center of Transcarpathia. Almost all of these billboards and city lights do not contain background data.
On Tuesday, September 29, Uzhhorod City Election Commission in the period between 17.00 and 18.00, registered, among others, candidates for the City Council from the party "Bloc of Petro Poroshenko "Solidarnist", "Nash Krai", "Radical Party of Oleg Lyashko."
On the same day, the Transcarpathian Regional Election Commission in the period between 18.00 and 19.00 registered, among others, the candidates for the Regional Council from the "Party of Hungarians of Ukraine".
According to Article 54 of the Law of Ukraine "On local elections," local party organizations, whose candidates are registered in the multi-member constituency, have right to start their election campaigns on the day following the day of the decision on registration. Thus, in accordance with the requirements of the law, the mentioned political forces have the right to start campaigning on September 30.
However, the OPORA observers recorded on the streets of Uzhgorod large number of advertising with symbols of the mentioned political forces already on September 29. The said billboards and city-lights actually appeared earlier.
The placement of advertising media with symbols of specific parties has signs of premature campaigning. According to the law, campaigning before registration of the candidate as such is prohibited.
On September 29, in the period between 17.00 and 18.00, the TEC registered Mykhailo Kachur, Bogdan Andriyiv and Victor Pogorelov as candidates for the mayor of Uzhgorod.
According to the law, these persons also have right to start campaigning on September 30. However, advertising media with images of these people were noticed on the streets of Uzhgorod after 19.00 on September 29, although actually they were placed even earlier.

Bogdan Andriyiv and Victor Pogorelov – current Chairman and Secretary of Uzhgorod City Council – placed their photos on the pretext of congratulations on the occasion of the Day of the City. However, as they are candidates, then the mentioned advertising media can induce a voter to vote or not to vote for them.

All those advertising media, except for that of the "Radical Party", do not contain background data. According to the requirements of paragraph 2 of Article 56 of the Law, printed campaigning material must contain information about the commissioner and the printing institution, its circulation, information about the persons in charge of the release. Distribution of printed campaign materials without the said information is prohibited.
