Boiler room – for 49 years at one hryvnia, the remnants of the “Chervena Ruzha” – to the unknown (ANALYSIS)

This Friday, August 2, there will be the 19th session of Uzhgorod City Council. Due to the intervention of the prosecutor’s office, for the first time they published the complete agenda and all draft decisions on the web site of the city council.

However, officials are still late – according to the press service of the Prosecutor’s Office, the draft decisions were to be published 20 days prior to the meeting, while in fact they were published only 6 days prior to the meeting. 

So, what will Uzhgorod deputies be considering?

In particular, it is planned to allocate 315,000 UAH for the Program of nephrological service development (http://rada-uzhgorod.gov.ua/download/s/PR_953_pro_zminu_do_rish_sesii_44).

Again, they plan to allocate money to utilities. The actual amount is unknown, because someone "forgot" to publish appendices in the draft decision (http://rada-uzhgorod.gov.ua/download/s/PR_828_fin_pidtrumka_kom_pidprujemstv.pdf).

Once again, they planned to increase the overdraft for the water utility up to 500,000 UAH (http://rada-uzhgorod.gov.ua/download/s/PR_969_overdraft_vodokanal). This time, the money are to be given by "Zlatobank." As a security, the company grants property rights to their revenues. That is, they pledge the money of those who are still paying for water.

Once again they are going to make changes to the Program of environment protection. In particular, to give as many as 130,000 UAH for cleaning of drainage ditch in the Bozdosh park, and to throw another 60,000 UAH to clean the shores of the Uzh (http://rada-uzhgorod.gov.ua/download/s/PR_928_pro_zminu_do_rish_325_oxorona_prurodu).

Once again they are going to officially ban swimming in water bodies within the city limits of Uzhgorod (http://rada-uzhgorod.gov.ua/download/s/PR_967_pro_zmin_do_rish_136_prav_blagoustroju), and to oblige their owners to clean up the banks.

The issues of sale or disposition of public property will also be considered.

Thus, the boiler room at Volodymyrska st., 26 will be granted to the NGO "Uzhgorod City Table Tennis Federation" (http://rada-uzhgorod.gov.ua/download/s/PR_972_pro_peredach_y_korust_bediv_kotelni). For this, the NGO will pay to the budget as much as 1 hryvnia 20 kopiykas per year. What is surprising is the suspicious promptness – only on July 24, the mayor’s office received a letter with a request for the premises, and two days later this issue is included in the agenda. The premises are leased for as much as 49 years.

Also, they are going to sell the premises in the city center (http://rada-uzhgorod.gov.ua/download/s/PR_970_pro_dopovn_do_rish_767_program_pruvatuzacii). In particular, at Teatralna sq., 9. Also, part of the now abandoned complex "Chervena Ruzha." 

Also they planned to sell a 10-year-old car VAZ, now owned by the city council (http://rada-uzhgorod.gov.ua/download/s/PR_973_realizacia_avtomobilja).
