The Prime Minister Mykola Azarov ordered the heads of Crimea Republic, regional, Kyiv and Sevastopol city state administrations to organize the structure and staffing level of state employees within the approved appropriations for salaries.
As UNIAN was informed today by the Department of Information and Communication of the Secretariat of the Cabinet, the Prime Minister gave corresponding instruction at the Cabinet meeting on January 30. Azarov said that the tendency to thrift spending on governance continues in 2013, administrative costs should be optimized wherever possible. He instructed the governors to develop and adopt a set of measures for filling local budgets, economical and efficient use of public funds.
According to him, all disbursement should be clearly monitored, be planned in accordance with the laws of Ukraine. Free budget funds, overplaned revenues, etc. must be spent, first of all, on social benefits and payment for energy and utilities. The governors must ensure strict compliance with the Budget Code regarding priority payment under protected general fund expenditures of local budgets. In addition, the governors were instructed to organize the structure and staffing level of state employees within the approved appropriations for salaries. Specific proposals for optimization of budgetary institutions must be submitted to the working group at the relevant line ministries.
Strict control must be provided over unprotected expenditures of funds from local budgets. The head of the government paid special attention to financial validity of contracts for energy supply to budget institutions. Also, the State Financial Inspection was instructed to conduct appropriate checks of local budgets if they do not include the full costs of labor and energy payments, and to report about the results of inspections to the Cabinet.
