On June 4, 2015, the Cabinet of Ministers of Ukraine adopted the Resolution №367 "On approval of the Procedure for entering and leaving the temporarily occupied territory of Ukraine." This Procedure governs the issues of crossing of the administrative border of the free economic zone "Crimea" while entering and leaving the temporarily occupied territory of Ukraine by citizens of Ukraine, as well as foreigners and people without citizenship.
In accordance with paragraph 3 of the "General Terms" of the Procedure, entry to and exit from the temporarily occupied territory of Ukraine is carried out through checkpoints:
for foreigners and persons without citizenship – upon presentation of passport documents and special permits issued by the territorial body of the State Customs Service;
for citizens of Ukraine – upon presentation of any document specified in Article 5 of the Law of Ukraine "On Citizenship of Ukraine" or Article 2 of the Law of Ukraine "On the procedure of exit from Ukraine and entry to Ukraine by citizens of Ukraine", and for citizens of Ukraine under 16 years of age – subject to the requirements prescribed for such individuals by the Rules of state border crossing by citizens of Ukraine approved by the Resolution of the Cabinet of Ministers of Ukraine dd. January 27, 1995 № 57 (as amended by the Resolution of the CMU № 724 dd. August 25, 2010)."
