This week, in Uzhgorod agitators started offering money for the support of the candidate from the Party of Regions Vasyl Kovacs. The amount ranges from 150 to 250 UAH . Agitators for the candidate go door-to-door and ask whether the tenants support Vasyl Kovacs. If the answer is negative, the next question is: "Are you willing to support Vasyl Kovacs for pecuniary reward?".
Information about this appeared in the social network "Facebook". Moreover, the authors of posts (registered under their own names – there is no doubt about it) state that these offers have been addressed to them personally.
"In Uzhgorod we have received reports of at least two candidates who offer money for support in their favor," – said the head of the regional all-Ukrainian public organization "Committee of Voters of Ukraine" Yaroslav Fryndak. – Also we have received similar reports from other constituencies of the Transcarpathian region. We can not publish the names of the candidates who offer money for votes. In CVU there is a hotline with lawyer who advises what to do if you are offered a bribe and you want to report this fact to law enforcement authority.
In general, the CVU know about these facts. On Monday, by the way, head of the CVU Oleksandr Chernenko at the press conference in Uzhgorod, already reported that several candidates in Uzhgorod started handing out money.
"According to our data, currently the indirect bribery of voters is being used more often- says the coordinator of the campaign for monitoring of the parliamentary elections of 2012 from OPORA in Transcarpathia Sviatoslav Babilya. – However, now we recieve the information about the preparation to the direct bribery.
As for direct bribing of voters, there is a lot of talk about it. But official statements to the police come mostly from candidates to the parliament or from persons close to them. The extent of direct bribery currently is impossible to assess. It will depend on the level of process and the level of consciousness of voters. The voter bribery is the violation of section 13 of article 74 of the Law on Elections of People’s Deputies of Ukraine, which directly prohibits the bribery of voters in any form."
According to the Head of Public Relations Sector of the Ministry of Internal Affairs of Ukraine in Transcarpathian Region Hanna Valyuk, the police recieves allegations of violations of election law almost every day. Mostly these statements concern violations under Article 157 of the Criminal Code of Ukraine "Obstruction of suffrage", including bribery. Most of them are investigated. According to Hanna Valyuk, the police checks the information about bribing of voters.
By the way, the MIA site publishes statistics of calls to the police concerning the electoral process, where anyone can read the data on violations in the region. Currently, Transcarpathian region has 1.6% percent of the total number of calls in Ukraine.
