A “balcony” over the sidewalk is being built on Shvabska street (Photofact)

On Shvabska street, 36, the construction, that "occupied" most of the pavement, has been going on for several months. 

They have installed scaffolding and seemingly are building another "balcony" just above the pedestrian zone. The work is in full swing, they work even in the rain.

Meanwhile, pedestrians are forced to shoulder on a small remaining piece of sidewalk, avoid the lamp post, and often – walk on the roadway… Because, there is simply no space on the pedestrian area… 

Decking directly over the sidewalk is a gross violation of building codes. Has the City Council given permission for this?
