The Cabinet of Ministers proposes the Parliament to allocate 900 million hryvnias to support the livestock sector in 2014. This is stated in the draft law "On the State Budget of Ukraine for 2014", registered in the Parliament on December 18 at number 3000.
According to the explanatory note to the document, the amount of revenue to the special fund of the budget for 2014 is expected to reach 900 million hryvnias at the expense of value-added tax (VAT) of processing plants. These funds are planned to be allocated for payment of special budget subsidies for the maintenance and preservation of young cattle, as well as the cattle bred locally and sold for slaughter.
In addition, they plan to extend the program of partial reimbursement for construction of cattle farms, purchase of breeding stock and purchase of milking machines.
The government programs to support livestock sector in Ukraine have been implemented for several years. Thanks to these programs, last year the Ukrainian industry began to recover from the crisis – for the first time in 20 years, the production figures were positive. This year, that trend continued.
Since the beginning of the year, over 160 million hryvnias have been distributed to the regions of the country under these state programs. This support has contributed to the growth of economic performance in the industry. Overall, the number of cattle in Ukraine. as of December 1, 2013 amounted to 4.97 million heads, which is 2.3% more than that on the same date in the last year. The level of profitability in the agricultural sector has grown to 1.4%, while in the first half of 2012 it was 1.3%.
In addition, the Cabinet of Ministers proposed the Parliament to reduce the rate of export duties on cattle and sheep to 5% from the current 25%.
