As it turned out, the budget for 2020 does not provide for the financing of the united communities in Transcarpathia, in which the elections will be held on December 22.
Those are 9 united territorial communities, namely: Koson, Velyky Berezny, Zarichchya, Kamyanske, Horondy, Keretsky, Onokivtsi, Kholmok and Dovhe.
Thus, these communities will continue to be financed from the district budgets, although the idea of the reform is that the communities should have direct budgetary relations and revenues.
Those include personal income tax and other taxes. As well as direct receipt of subsidies for education and medicine, not to mention development subsidies.
According to the expert on decentralization Volodymyr Feskov, this is the Government’s problem.
"The CMU has already made its decision, so the fate of the communities’ budgets is now in the hands of the Verkhovna Rada deputies who are members of the Budget Committee. And the reason for their actions should be urgent appeals from the communities, which will have elections in December. Otherwise, communities will not receive direct budgetary relations in 2020 and will be large united communities with funding through the district budget. And that is definitely not independence", – Volodymyr Feskov commented on the situation to the Mukachevo.net.
